Man Slain on Lower Sioux Agency near Morton

The annual Pow-wow held on the Lower Sioux Indian Reservation was marred by the killing of a 22-year-old Minneapolis man.  The Redwood County Sheriff’s Office received a 911 call on June 9, 2002, at 7:07 a.m. reporting that someone had been shot.  When the law enforcement and ambulance personnel arrived on the scene, a short distance from the pow-wow grounds where many people had camped, they found the victim, Frank Irving Parker II, dead.  Parker is believed to be of Ojibwe descent.

Two members of Lower Sioux, Christopher Richard Sander, age 25, and Dennis William Pendleton, Jr., age 20, are being sought in connection with the incident.  The two were last seen in a maroon colored, full-sized, sport utility vehicle, possibly a GMC Yukon Denali, license plate unknown.

In Indian country today, violence has become so commonplace that a police scanner can be found next to, or very near, the television set in many homes.  There have been other shootings within the past ten years on this reservation but this is the first death to have resulted from a shooting.
